A list that could not tell 'none' from 'none observed'

VEILOS measures what each of its own record collections actually costs and compares that against the size it declared, so a stale estimate can be refuted by the live truth rather than believed forever. Until now the health surface published only the collections that had drifted — which meant an empty list could equally mean 'everything checks out' or 'nothing could be checked at all', and a reader had no way to tell which. That list now comes with a verdict: how many collections were considered, how many were actually judgeable, which ones abstained and why, and whether a drift means the estimate merely reserves too much room or is undercounting against the ceiling — two opposite consequences that had been carried by nothing but a minus sign. When nothing can be judged, the surface says so plainly instead of reading as a clean bill, and the readiness grade reflects it.
