Every accepted act stays whole — and every external effect finds its truth

When one running instance already holds 64 writes still awaiting durable confirmation, VEILOS refuses the next write before changing memory; every accepted write remains replayable. Storage totals and collection measurements describe the same saved moment, and evidence now says whether it is merely collecting or mature enough to review without ever granting itself funding authority. When Stripe has already acted but the local process dies before settlement, VEILOS asks the provider what happened: explicit approval settles once, explicit decline releases exposure, and pending truth remains retained and retryable. Standing advances only through three separate civic acts, and Quick Imprint recognizes signed-in Sovereigns from their current session.
