A more honest count of our unfinished page work

We checked how many page headers still use hand-written markup. An older development check counted twelve, but it only recognized one layout shape; eleven others were outside its view. The full count is twenty-three. We now track those shapes separately so a new hand-written version cannot hide behind a falling total. We also clarified a release check. An old coordination message can remain in an archive, but its location does not prove that security approval was granted. The check now labels that message as informational and points to the signed approval record it actually evaluates. These are corrections to our development and release evidence. They do not change participant features, the pending export and deletion restriction, or the existing storage warning.
